If I write a screen play, or movie script, based on a book by a German author published in Germany, do I need to get the original authors permission or purchase some type of rights?
ANSWER
Yes, it makes no difference whether the author is in Germany or the US. You must get the permission assuming that the work is still protected by copyright. It is likely still protected by copyright if the work on which your screenplay is based is less than about 100 years old. If it's about 100 years old or older, it may (to be verified) no longer be protected by copyright.
