ANSWER
Yes, you can file an international patent without filing a patent in each country.
However, at some point in the future, you must file in each country or region, sometime before 30 or 31 months from your priority filing date. Country-specific translations and attorneys fees will be involved at this time. Therefore, although you can postpone costs associated with local filings for this period, you are likely in for a large investment when the time for entry into the national or regional stage arrives. Consequently, you should do what is necessary before this date to determine whether your patent rights are worth the investment.
